  • 2026-09-30SpaceNews reports development spending for the initial system would be capped at €1 billion per three-year funding period, over two such periods, a figure not in ESA's own release.

what happened

ESA awarded preliminary study contracts to two European industrial consortia, one led by Airbus Defence and Space and one by OHB, to assess the feasibility of a European-led orbital outpost for the post-ISS era, per ESA's own release. The nine-month Pre-Phase A studies, initiated under ESA's European Exploration Envelope Programme, will examine architecture, infrastructure, transportation and operational services and identify the technologies, industrial capabilities and partnerships needed, proposing cooperation with the Canadian Space Agency and JAXA. Results are due by the end of 2026 to inform ESA's post-ISS decision-making.

why it matters

The studies mark ESA's most concrete step yet toward a sovereign LEO successor to the ISS, running alongside Europe's existing commitments to US commercial stations. Whichever consortium's architecture is favored will shape which European manufacturers, and which non-European partners, get first call on Europe's post-ISS human-spaceflight budget. Per SpaceNews, development spending for the initial system would be capped at €1 billion per three-year funding period, over two such periods, a ceiling not stated in ESA's own release.
