Ukraine's defense ministry says Starlink/Starshield speeds exceed 400 km/h again after a week of throttling, crediting direct US talks.

  • 2026-10-26Rep. Jason Crow leads a bipartisan letter demanding Musk explain SpaceX's role in the Starshield disruption by October 31, as Sen. Adam Schiff calls for Defense Secretary Hegseth to testify.
  • 2026-10-25Zelensky says Starlink/Starshield speeds are fully restored and faults the US government; Ukrainian adviser Sternenko directly disputes Musk's claim Ukraine violated Starlink's terms, and Musk says on X that an unambiguously offensive use would make Starlink "fair game" for retaliatory strikes, explaining his rationale for the restriction.
  • 2026-10-24Ukraine's defense ministry says Starlink/Starshield speeds now exceed 400 km/h again, crediting direct talks with Washington; separately, Reuters reports the Biden and Trump administrations have for years asked SpaceX to toggle Starlink access elsewhere.
  • 2026-10-24Musk acknowledges for the first time that SpaceX, not just the US government, was behind the restriction, saying Ukraine's military "violated Starlink terms of service" for offensive drone strikes; Ukrainian adviser Beskrestnov disputes the premise.
  • 2026-10-23Trump says Musk "put it back," but a Ukrainian official tells Kyiv Independent the 161 km/h cap is unchanged and "nothing has changed anywhere."
  • 2026-10-20The Wall Street Journal, citing US officials, reports Musk ordered (not just proposed) the Starshield slowdown, and that he and Trump discussed it in two separate calls, before and after the move became public.
  • 2026-10-18Secretary of State Rubio denies the White House ordered the Starlink slowdown and says Ukraine's separate request for Starshield access to strike inside Russia remains unresolved.
  • 2026-10-17Zelensky says the 161 km/h Starlink speed cap applies only in Ukraine, citing an EU test of the same terminals as proof the restriction is a deliberate "planned operation," not a technical fault, and that SpaceX still isn't responding to Kyiv.
  • 2026-10-16Reuters reports the restriction order came from inside the White House, tied to pressure on Kyiv over Russian refinery strikes, as eight senators ask the Pentagon's inspector general to investigate.
  • 2026-10-16Zelensky says at a Brussels press conference that Starlink speeds have risen but not fully returned, and that the restriction is still blocking some drone intercepts and mid-range strikes.
  • 2026-10-16The Telegraph reports Musk proposed the Starshield speed cap to Trump, who agreed, contradicting both men's public denials, as Trump himself says neither he nor Musk was responsible.
  • 2026-10-15The bipartisan Congressional Ukraine Caucus and Rep. Don Bacon publicly warn of consequences, including possible funding holds, over the restriction.
  • 2026-10-15Ukraine says Starshield access has resumed though it is unclear if the speed cap is fully lifted, Kyiv pushes for a higher 450 km/h limit, and Zelensky tells the FT the outage was deliberate, not technical.
  • 2026-10-15Musk draws a public line between Starlink's civilian-only policy and government-controlled Starshield, Sen. Blumenthal joins the bipartisan pressure, and Ukrainian officials detail the restriction's operational impact and partial restoration.
  • 2026-10-15A senior US administration official told Axios the White House had no role in the restriction, and UK Defence Secretary Streeting said he and US counterpart Hegseth welcomed the restoration without discussing its cause.

what happened

On October 29, the Pentagon's independent inspector general declined a bipartisan request from nine senators, including Sen. Jeanne Shaheen (D-N.H.), to investigate the Starlink and Starshield service disruptions and who in the government may have known about or authorized them. Platte Moring, who leads the Pentagon's Office of Inspector General, said in a letter to the senators that the matter was a contractual one better addressed by the U.S. Air Force and U.S. Space Force, which oversee the SpaceX contracts; DOD Inspector General spokesperson Mollie Halpern said the office "carefully considered the congressional request and determined that the matters raised were best addressed by the Department," per ABC News. Shaheen called the decision "concerning," citing "conflicting accounts" from the Trump administration and SpaceX over the disruptions, which she said "weakened Ukraine's defenses and put American personnel in Ukraine at risk unnecessarily," per ABC News. An anonymous congressional aide told Meduza the inspector general's office was "effectively refusing to investigate the activities of Musk and Starlink."

why it matters

The inspector general's decision closes off one of the few formal oversight channels Congress had opened on the Starlink/Starshield disruptions, leaving the Air Force and Space Force, the services that hold the SpaceX contracts, as the only bodies positioned to examine who changed the service and why. For an industry already parsing how much unilateral control one contractor retains over military-grade connectivity sold to allied forces, a watchdog stepping back rather than digging in is itself a data point on how that oversight gap gets resolved, or doesn't.
