what happened

Vietnam's Minister of Science and Technology Vu Hai Quan signed the Artemis Accords on Oct. 28 at a ceremony during Vietnam International Digital Week in Quang Ninh, with US Ambassador to Vietnam Jennifer Wicks presenting the accords, per VietnamPlus and Saigon Giai Phong. Quan said Vietnam views space science and technology as "a strategic sector that can lift national science-technology capacity and support sustainable growth" and committed to "peaceful, safe, equitable, transparent and sustainable space exploration under international law."

why it matters

Each new signatory commits to the Accords' norms on interoperability, debris mitigation and data-sharing that increasingly shape how commercial lunar and EO providers plan missions and partnerships in a given country, and signing is often a precursor to that country's agencies opening procurement to US commercial space firms.
