Bulgaria's Council of Ministers approved a draft memorandum of understanding on Aug. 5, and Prime Minister Rumen Radev and EnduroSat signed it Aug. 6 at the former Dobroslavtsi military air base near Sofia, per SpaceNews, Bulgaria's BTA news agency, and EnduroSat's own release. EnduroSat CEO Raycho Raychev said the roughly 3-million-square-meter site is meant to become "a comprehensive center for assembly, testing and qualification of new generations of satellites," alongside a research and education campus; Radev framed it as a National Center for Observation, Coordination and Management through Space Data. No investment figure or full timeline was disclosed.
