what happened
NOAA said it has expanded its procurement of commercial environmental satellite data through a new Space-Based Environmental Monitoring domain within its ProTech 2.0 IDIQ, an $8 billion shared-ceiling vehicle established in 2021, running September 1, 2026 through August 31, 2036 (a five-year base plus a five-year option). NOAA named 14 initial industry partners across seven data categories, per its own release and Via Satellite's fuller category breakdown: GNSS radio occultation (Spire Global, PlanetiQ, Ethereal Space, Precursor SPC, Tomorrow.io); GNSS reflectometry (Spire, Tomorrow.io, Muon Space); microwave sounder data (Spire, Tomorrow.io, BAE Systems Space & Mission Systems, Weather Stream); multispectral imagery (Ethereal Space, Tomorrow.io, Muon Space, Hydrosat, Tropical Weather Analytics); thermospheric neutral density (Spire, PlanetiQ, Ethereal Space, SpaceX); and scatterometry/SAR/radar (Tomorrow.io, Care Weather Technologies, Iceye US, Umbra Lab). No vendor was yet named for the infrared sounders category.
why it matters
The vehicle formalizes and extends the umbrella NOAA has used to make one-off commercial-data awards to operators like Spire, PlanetiQ and Muon Space over the past month; a decade-long procurement structure gives those operators a more durable government revenue channel and signals which data types NOAA plans to keep buying commercially rather than building in-house. The full category breakdown also puts RF-sensing and SAR players (Iceye US, Umbra Lab) and SpaceX on NOAA's commercial-data roster alongside the dedicated GNSS-RO specialists.
