HawkEye 360 announced the incorporation of HawkEye 360 Luxembourg, S.a r.l., its first European subsidiary, during World Space Business Week in Paris on September 15, 2026, to serve as the hub for its EU defense sales, technical support, and local data management. The same day it signed a memorandum of understanding with Leonardo S.p.A. (including Telespazio/e-Geos) to integrate HawkEye 360's RF sensing data into Leonardo's ISR service for European customers, with Leonardo handling data integration and institutional engagement, exclusive reserved capacity for defined European areas of interest, and delivery through Italian ground stations and EU-based cloud infrastructure. HawkEye 360 separately formed a technical collaboration with Czech passive-surveillance specialist ERA.

The tie-up gives Leonardo a packaged sovereign RF layer to sell into European ISR programs without building its own RF constellation, and gives HawkEye 360 a legal and commercial foothold inside the EU's push for non-US-dependent space intelligence supply chains.
