ESA outlines 10-year, 10 billion euro independent crewed spaceflight plan

Aschbacher proposed a 10-year, 10 billion euro plan for Europe to launch its own astronauts without relying on NASA or SpaceX.

what happened
ESA Director General Josef Aschbacher outlined a 10-year, 10 billion euro ($10.9 billion) proposal on Oct. 5 to build an independent European crewed spaceflight capability, per SatNews. The plan covers human-rating heavy-lift launch vehicles including Ariane 6, designing and manufacturing pressurized crew capsules by leveraging ongoing work from commercial partners such as The Exploration Company and PLD Space, building launch abort and landing systems, ocean recovery infrastructure, and modernized ground operations and astronaut training facilities, per SatNews. In an Oct. 11 Euronews interview, Aschbacher said Europe would otherwise spend about 5 billion euros over the same 10 years buying seats on US spacecraft and renting commercial space-station facilities, and named a Europe-built station co-funded with private money as one option under discussion. ESA plans to bring fully costed options to member-state ministers at an intermediate ministerial meeting in Rome on Dec. 15, 2026, per SatNews; formal procurement contracts would not begin until the subsequent ESA Ministerial Council in 2028.
why it matters
A funded version of this plan would be the biggest commercial opportunity in European human spaceflight to date, giving The Exploration Company, PLD Space and Ariane 6's operator a multi-billion-euro crew-transport market to compete for instead of just cargo and satellite work. It is also a direct hedge against SpaceX, whose Crew Dragon and Falcon 9 Aschbacher says will retire around 2029: Europe's current path to the ISS and any future commercial station runs through NASA and SpaceX, and this is ESA's pitch for an exit from that dependency. Nothing is funded yet; member states must approve the budget at the December ministerial meeting before any contracts follow.
