what happened

The FAA said Oct. 13 it will prepare an environmental impact statement and hold public scoping meetings on a SpaceX request to sharply increase Starship/Super Heavy operations at Starbase, Texas, from its current limit of 25 launches and 50 landings a year to as many as 456 launches and 912 landings a year, per Bloomberg (via Insurance Journal). The increase would come in two phases: up to 100 launches and 200 landings a year in phase one, rising to the full 456 launches and 912 landings within several years in phase two, which would also restrict launches to weekdays. The agency said it will assess risks to air quality, wildlife and coastal resources before deciding whether to approve the expansion.

why it matters

A higher Starbase cadence ceiling is the regulatory unlock SpaceX needs to run Starship as a high-frequency vehicle rather than a low-rate test program, and the phased structure signals the FAA expects actual flight rates to build up over several years rather than jump immediately. The review opens a second active NEPA process for Starship cadence increases, alongside the Cape Canaveral SLC-37 buildout under review since September, giving Gulf Coast communities and competing launch providers a formal comment window on SpaceX's long-term flight-rate claims.
