what happened

European Commission spokesperson Thomas Regnier said at an Oct. 14 press briefing that talks are underway to bring Ukraine fully into the EU's GOVSATCOM system, which pools EU governments' existing satellite capacity and launched in January 2026. Regnier said the Commission plans to integrate commercial satellite capacity into GOVSATCOM starting in early 2027 as a bridge until the IRIS2 constellation, due to become fully operational in 2029 with more than 300 satellites, is ready, saying "here we have a way to bridge it until 2029." A second spokesperson, Paula Pinho, said separately at the same briefing that the Commission has "no indications that intelligence sharing has stopped" between the U.S. and Ukraine. The briefing came the same day Ukraine reported SpaceX had restricted Starshield terminal speeds without warning.

why it matters

The EU is moving toward a government-controlled, and openly commercial-capacity-dependent, alternative to Starlink precisely as SpaceX's handling of the Starshield restriction draws political fire from a paying government customer and from U.S. lawmakers. A 2027 plan to route commercial satellite capacity through GOVSATCOM is a near-term market-access signal for European connectivity operators positioning themselves as Starlink alternatives, well ahead of IRIS2's 2029 debut.
