State Department launches $5M Project Constellation space-diplomacy push
U.S. State Department · Meridian International Center · Commercial Space Federation · SPACEAIMS
The State Department picked three US organizations to run a $5M, two-year program building space partnerships with 70-plus countries.

what happened
The US Mission to International Organizations in Vienna launched Project Constellation on October 15, a $5 million effort to build international space partnerships, per the Office of Space Commerce and SpacePolicyOnline. Meridian International Center is the prime recipient overseeing strategy and finances, the Commercial Space Federation leads commercial-side procurement and business partnerships, and SPACEAIMS guides law, policy and governance work. The program targets more than 70 countries over two years with talent exchanges, delegation visits, training, a partnership-pitch competition and US Space Forums in 2027 and 2028.
why it matters
This is State's second space-diplomacy push in two months, after September's Space Catalyst Partnership with Artemis Accords signatories. For US companies selling to emerging space nations, the program is a standing, funded channel connecting them to foreign governments and aligning partner positions at COPUOS, lowering the cost of finding a first foreign customer or regulatory counterpart.
