ICEYE and Nokia sign LOI with Ukraine's defence ministry on satcom
ICEYE · Nokia
ICEYE and Nokia signed a Letter of Intent with Ukraine's defence ministry to build sovereign satcom Kyiv would control.

what happened
ICEYE and Nokia signed a Letter of Intent with Ukraine's Ministry of Defence to explore cooperation on sovereign, secure satellite communications, announced October 22 during a visit by Finland's prime minister to Kyiv. ICEYE CEO Rafal Modrzewski said "Ukraine needs secure, sovereign and high-performance satellite communications systems that it controls," building on the companies' earlier October 1 partnership to develop sovereign LEO satcom systems giving governments ownership of satellites, ground segment and terminals. The LOI was part of a package of seven Ukraine-Finland agreements worth nearly 300 million euros signed the same day, covering defense production, rail, energy and housing alongside the satellite piece.
why it matters
The announcement lands as Ukraine deals with the fallout from SpaceX's Starshield speed restriction, which Kyiv has cited in seeking alternatives to depending on a single foreign commercial provider for military connectivity. A Letter of Intent is not a signed contract or a working system, but it gives the European sovereign-satcom pitch its first named government customer in the middle of the live Starlink dispute.
