ESA awards three Norwegian firms NAVISP contracts for GNSS-resilient navigation
ESA · Testnor · Norse Navigation · Rift Dynamics
ESA signed NAVISP contracts with three Norwegian firms to build tools for navigating when GNSS signals are jammed.

what happened
ESA signed three new contracts under its Navigation Innovation and Support Programme (NAVISP) with Norwegian companies Testnor, Norse Navigation and Rift Dynamics at Spaceport Norway in Oslo on Oct. 27, per ESA. Testnor will build a library of GNSS interference recordings and RF playbacks for industry use; Norse Navigation will develop maritime positioning sensors for vessels affected by GNSS interference; and Rift Dynamics, working with subcontractor Comrod, will develop UAV navigation systems for GNSS-challenged environments, per ESA. ESA cited a Norwegian socio-economic analysis estimating that a seven-day loss of satellite-based positioning, navigation and timing services could cost the country approximately NOK 3.4 billion (EUR 320 million).
why it matters
The contracts give three early-stage Norwegian PNT suppliers a paying ESA customer and a concrete problem statement, GNSS jamming and spoofing in the Arctic and at sea, that resellers of navigation and maritime-safety equipment can track as a near-term source of jamming-resistant products. The stated NOK 3.4 billion economic-exposure figure is also a reusable benchmark for pricing PNT-resilience investments elsewhere in the Nordics.
