ESPI warns Europe is falling behind China on orbital data centers

The European Space Policy Institute published a report August 5 saying Europe risks becoming dependent on foreign orbital computing infrastructure, warning that "while European actors continue to weigh the development of orbital data centers (ODCs), Chinese institutions and companies are already moving towards implementation," per SpaceNews. ESPI cited ADA Space's Three-Body Constellation (12 satellites deployed by May 2025 toward a planned 2,800-satellite network) and Shanghai Xingshu Tiansuan Space Technology's July 2026 start on a planned 1,000-satellite space-computing constellation, alongside named Chinese ventures Comospace, Bailing Aerospace, Orbital Chenguang, iSpace, and Nayuta Space; two US ventures valued over $1 billion, Starcloud and Cowboy Space; and one named European startup, ALATYR.

ESPI's recommendations, a flagship European orbital-data-center initiative, ESA or the EU acting as an early customer, and a proposed "European ODC Challenge", are a pitch for public money into a product category no European operator has yet flown, argued from a competitive-gap framing rather than a stated European program.
