The Indian government has begun the process of transferring operational control of the Kulasekarapattinam launch facility in Tamil Nadu to private companies, inviting firms to take over complete management of the Rs 986 crore site and its rocket-launch operations, per DT Next. ISRO acquired 2,233 acres for the site in Thoothukudi district; Prime Minister Modi laid the foundation stone in February 2024, and construction of ISRO offices, launch operations buildings, and support infrastructure (including a helipad and river-crossing works) is underway. The spaceport is designed for small launch vehicles such as the SSLV. IN-SPACe has since opened a formal Expression of Interest process, per Business Today: interested firms must register for an Aug. 24 pre-EOI conference (a non-refundable Rs 50,000 fee via the Bharatkosh portal), attend a Sept. 10 site visit, and a pre-EOI meeting in Ahmedabad on Sept. 15. Eligibility requires at least Rs 3,500 crore in cumulative infrastructure-project payments over the preceding seven years, average annual turnover above Rs 2,000 crore in any three of the last five years, minimum net worth of Rs 1,000 crore, at least seven years of operating history, and Indian ownership and control; ISRO will provide technical support until the winning operator completes three launches or one year, whichever comes first.
why it matters
Kulasekarapattinam is meant to be India's first launch site built specifically for non-government operators, so handing its day-to-day operation to a private company would give commercial Indian launch providers direct access to dedicated infrastructure rather than competing for slots at ISRO's Sriharikota range. The financial eligibility bar IN-SPACe has set, thousands of crores in turnover and net worth, favors large infrastructure conglomerates as the facility's operator over the smallsat-launch startups the site is meant to serve as tenants.
