The filing requests authorization for close to 30,000 satellites operating between 340 and 615 kilometers in low Earth orbit and includes direct-to-device connectivity, a feature IN-SPACe's earlier Gen 2 application lacked. IN-SPACe had rejected that earlier Gen 2 bid, citing non-conformity of certain features and spectrum bands, and in July 2025 approved only Starlink's 4,408-satellite Gen 1 constellation for traditional broadband.
