SpaceX wins FCC authority to offer Starlink Mobile internationally
The FCC granted SpaceX global facilities-based and resale authority to carry Starlink Mobile traffic between the US and foreign markets.

what happened
The FCC's International Bureau released a public notice Sept. 17 granting Space Exploration Holdings, LLC (SpaceX) Global Facilities-Based Authority under section 63.18(e)(1) and Global Resale Authority under section 63.18(e)(2) of the Commission's rules, under application ITC-214-20260123-00021 as amended. The authority lets SpaceX carry Starlink Mobile telecommunications traffic between the US and foreign markets on both its own facilities and through resale. Per Notebookcheck, the grant does not award new spectrum and does not itself authorize Starlink Mobile service in any specific foreign country, which still requires separate approval from each government; SpaceX CFO Bret Johnsen has said eliminating dead zones and offering native global roaming are core to Starlink Mobile's strategy.
why it matters
The authority is a foundational US regulatory step for SpaceX to bill and route Starlink Mobile traffic internationally, a market-access prerequisite alongside AST SpaceMobile and other direct-to-device competitors racing to lock down country-by-country approvals. It follows SpaceX's Starlink Mobile V2 partnership with KDDI in Japan and expands the legal groundwork SpaceX needs before it can extend device-based cellular service beyond the US.
