GAO flags cost and data-gap risks in NOAA's scaled-back GeoXO satellites

procurement

GAO found NOAA's slimmed-down GeoXO weather satellites still lack a verified cost estimate and risk a data-continuity gap.

what happened

A GAO report (GAO-26-107739, published Sept. 16, publicly released Oct. 16) found NOAA's restructured Geostationary Extended Observations (GeoXO) program cut its planned satellite count from six to four and its instrument count from five to two, lowering projected lifecycle cost from $19.6 billion to $13 billion. GAO said NOAA's program office has not yet completed an independent cost estimate for that new $13 billion baseline, and that there may be a period of several months with no operational spare satellite before the first GeoXO satellite becomes operational after 2032. GAO made three recommendations on cost documentation, contingency planning, and instrument technology-readiness assessments; NOAA concurred with all three. House Science Committee Chairman Brian Babin said in response, per the Committee's own release, that "taxpayers deserve accountability for major federal investments, especially when critical weather forecasting capabilities are at stake."

why it matters

GeoXO's instrument and satellite count directly sets the contracting pool for the primes and instrument makers NASA procures on NOAA's behalf; a cut from five instruments to two shrinks that pool well before GAO's cost-estimate and technology-readiness concerns are resolved, and continued congressional oversight adds schedule and scope-change risk for any supplier already bidding into the program.
